Tariff Rule Ends Duty-Free on Small Parcels

The U.S. has ended duty-free status for imports under $800, requiring all parcels to face tariffs. The long-standing “de minimis” exemption, criticized as a loophole for evading tariffs and smuggling, was eliminated early by executive order under President Trump.



Over 30 countries’ postal systems have suspended U.S.-bound shipments. For the next six months, a flat duty of $80–$200 applies; afterward, tariffs will be based on the exporting country’s rates. The change will significantly raise costs for cross-border e-commerce and consumers.


美国宣布取消800美元以下进口包裹的免税待遇,即日起所有小额包裹需缴纳关税。此前的“de minimis”政策允许小额进口免税,但被指成为逃避关税及走私渠道。


特朗普政府通过行政命令提前终止该政策,影响全球30多个国家的邮政系统,不少已暂停寄送至美国。新规实施后,未来六个月邮政可收取80至200美元的固定关税,之后将按原产国关税比例征收。这一变化将显著增加跨境电商和消费者的成本。
